Thats prickly pear. That stuff is a trickin weed and takes over everything. Its not gonna be easy to get it out. Take it from one who lives in AZ.

Why do you want to get rid of it? It's a great source of water for the deer when it's dry. They eat the shite outta it down at our place even when there is water around. But as it was said before, a dozer will do the trick.

We pry it up with a front end loader like other have said. It does good damage, but it will come right back. You never get all of it, and you could take one ear, throw it on its side on the ground, and it will root and start making new ears.
You can blow torch the needles and cows will eat it.
To answer your question, you can't get rid of it, but you can manage it.

A rancher in S TX told me that the cheapest and most effective method available was to spray it with diesel fuel. IDK if I would do that but he claimed it works.

I've always killed cactus by watering it.
