Lounging in park crime too
I guess the homeless guys didn't want to share his home?

I guess we now have zero tolerance laws with the police as well as the school preventing cops from making common sense judgments? I think it's pretty obvious to distinguish between a homeless person sleeping in a park and a family wrestling on a blanket right?

Sounds like this is a city where they don't want homeless people sleeping in the park - but can't write a law that is both Constitutional and has the effect of only disrupting homeless people.
I'd say to these idiots make it illegal to sleep in the park from sunset to sunrise - and then maybe do something about your homeless problem, eh? If is so bad you gotta pass stupid laws like that one you've got other problems!
