As far as the electricity issues go, I'd suggest replacing the breaker if you've traced the power back to the source. Electrical work is complicated yet simple. All you have to do is trace the power to the fault usually. If you aren't comfortable, please get someone qualified to help. The horror stories of DIY are scary.

But your low voltage problems suggest that you aren't receiving enough power through either the legs or possibly a neutral problem

The positive points daisy chain across the box.

The left leg of the box is 100% dead.

The double pole 220 breakers st the top of the box were energizing the left side to 50v or so.

The bolt that holds the left leg is snug and they are making good contact...so that means...reppace the box right?

So you're getting no voltage through a leg that's feeding the panel?

Can you post a picture of your exact panel and existing breakers and wiring? It might be easier to visualize what's going on in there

So you need to test those legs individually. If you test direct on the left and get 0, then you are having a feed issue. If you receive voltage at the wire, then you're problem is further along.

How old is the wiring? Sometimes these wires get knicked or damaged and will take a while for these problems to manifest itself.

Edit: test the wire before the breaker, not after it is what I'm trying to say

Ive been wiring this crap since I was 10-11

Not gonna shock myself. Lol

Voltage above the main is 126.

Below the main is zero on the left and 126 on the right. 70ohms or so on the ground to a true ground.

Wiring age is under 6 years afaik

I'm not an expert, but it sounds like your fault is at the main breaker. My experience hasn't been with a split breaker system like yours so I'm not sure which part should be replaced. If you can replace the main, I think that is your problem.

Finally had a good amount ofbtime to mess with it.

Problembis on power company's end.

Fluctuation in my box coming from their crap.

They are headed out to fix it now.
