Just moved to TX - Pet License?

Went to get my dogs yearly shots and they gave me this form to get my pet licensed. They say it's required in Houston. Why do I need this? Looks like it's the same thing as having a collar with my dogs name and address on it. Seems like a waste of money to me. Someone gonna come bang on my door and write me a citation if I don't comply?
