Russian President reportedly orders troops home from military exercises that started last week and triggered some tensions.

Stock futures respond with sharp gains and gold and oil tumble.

More from WSJ:

European stock markets rallied at the open on Tuesday (1.05%), after Russian troops reportedly were called back to their bases, signaling an easing of tensions between Russia and Ukraine.

Carrot: It seems an offer of an international monitoring mission to Crimea has been tabled. Either from the UN or the Organisation for Security and Co-operation in Europe. As Russia is an active member of both organizations, Putin would have some measure of control of the missions.

Stick: A stepped economic and diplomatic freeze-out of Russia. Russian stocks and the Ruble have certainly got Moscow's attention and that would just be a taste. The oligarchs that underpin Putin's regime may be whispering in his ear.

This. In this digital age, money moves a whole lost faster than the tanks. Putin was looking at major capital flight if he did not tone down the rhetoric.
