Car Care Help Needed (Exterior)

This is probably a 7th Ward question.

My wife parked the car in a parking garage a couple of weeks ago and noticed all of this stuff on the side of the car. The guy at the car wash said that the stuff was a result of water dripping through the concrete and leaving a deposit of cement and whatever else on the car. What should I use so I don't screw up the paint?

I would start with a mixture of vinegar and water. If its on the glass then you can use a razor blade is addition to the vinegar mix.
