Because eagles are on the verge of extinction and humans are not so it makes it okay to cull out the human population?

Because the state has more of an interest in eagles than it does the wombs of autonomous human beings, believe it or not.

Unborn eagles are protected from someone who isn't their mother ending their lives.

Unborn humans are also protected from someone who isn't their mother ending their lives.

We can debate the laws, but your comparison is a non-starter.
