Proof that BOZO is using drugs in massive quantities is his idea that austerity is what has been an underpinning of the govt. since he came into office. 6.9 trillion in spending while he has had his pen is more than all presidents prior combined.

Only AFTER you shove Stimulus in and have no budget. Then you can use base line CRs to ensure the stimulus spending is locked in year after year.

-So let there be no doubt that whatever modest reductions in deficit spending happened, it was completely because of republicans and nothing to do with Obama. Obama seems to be taking the position "the short-term outlook on the deficit is better? Well hell, let's spend more!"

lack of budget isn't really unique to obama.
But yes, they put a lot of crap in those spending bills.
