Tech Board: Best value for a small device with best camera

What would be my best bet for a small tablet or ipod-like device with a really good rear-facing camera (5 megapixels or better) for something like $200 or less? I would just get a camera but there is some really good video software that I use that is only available for iOS/Android/Windows. I don't mind buying refurbished. TIA

They make Android based cameras like this Samsung.
