You could certainly use Gimp.
Looks like they have some kind of software they get you to download after you've shelled out $25. That's probably got what you need in it.
Make sure your image is high res or it will distort. To be honest, I'd use InDesign for something like that when you want zero distortion and crisp lines.

InDesign is more for text heavy media. Or at least text focused. Illustrator/Inkscape(free) is better for this
