High school basketball rule question - Free Throws

In Louisiana high schools, during a free throw shot, when can:

1) The shooter enter the lane?

2) The players lined up on either side of the lane enter the lane?

3) The players behind the shooter enter the lane?

Well damn, when I played it was when the shooter released the ball. Anyone but the shooter could enter the lane.

Also, the two lower block positions are not occupied anymore.

Anybody know why they changed?

I just assume anytime a rule is changed it's player safety.

That was a joke.

They implemented this rule change, (along with keeping 6 guys maximum, moved up in the lane), to prevent so many offensive players from fouling over the top of the low block defender. There was too much of a crowd.

*Also, players outside the arc cannot enter the arc or go below foul lane-line extended until the ball hits the rim.
