Do you support it because you lack faith in private efforts, or because you think the people deserve the aid?

Government has a role.

In its honest form government is just an out flowing of people joining together to solve a problem. Issues arises when "government' loses integrity and the people that are in government are in it for selfish reasons. That's why government needs to solve problems as local as possible so the people that are implementing policy measures can be held accountable easier.

This. People are held more accountable, and are more in touch with that regions needs.

The Federal Gov't is so out of touch, and any policy won't work nationwide, no matter what it is because we are so diverse and our country is so large. THat's what liberals don't understand when they use small countries' in Europe as examples to show that a certain policy will work.

Federal Gov't should only maintain a military, enforce laws that are of essence to the entire nation, and deal with foreign policy.

I think it's folly to rely on the state to bail you out of anything. They have shown over and over again that they are not up to the task.

But hey, never let a good disaster go to waist!

Problem here is you need resources from outside the area coordinated to you. I think you need to have the local government work with the federal government to coordinate the effort across multiple states using the local level to gain information on what is needed.

I trust big business as much as I trust big government. Neither are a good thing. A safety net for natural disasters is just a good idea.

Private efforts are the first line in a disaster. The government is there to fill in where private efforts fail. If the disaster is big enough - the private efforts may even be overwhelmed.

Private is quicker to react than government but lacks the central coordination that government has. Government is slower than private actions but its ability to plan centrally means it can ensure those who might - often by coincidence - be left out of uncoordinated private efforts are also helped.

State or local government? Sure.

The federal government has no authority to get involved.

It's bullshite. Lose your house to a tree falling on it & you're SOL. Live next to the ocean & have a hurricane knock it down & the government will show up to help.

Against.

People who are affected by disasters do not deserve the punishment of being the political pawns of sociopathic bureaucrats.

Sounds like the ACA. Subsidize enough, and it will pay to be poor.
