RF Bleacher tix, who owns them?

As i sit here looking for additional tickets for fridays game, i can only find SRO (as expected). But how come for every "sell out" none of RF bleachers fill up? I dont understand who isnt showing up if you never see those tix for sale

I just bought 4 season tix in RF 
HCB is just jealous cause I'll be so close to Jared Foster.

Better bring your sunscreen brah
LF does suck tho. Can't see scoreboard and only spot in stadium with no seat backs. The only plus side was seeing mason and jococo going yard over your head.

Is the first row of bleachers legit, or will you have to worry about people walking in front of you the whole game....and can you see over the fence or is it partially obstructed?
