The most incompetent CIA agent in tv history

Carrie Mathison (Homeland) or Esther Drummond (Torchwood: Miracle Day)?
My vote goes to Esther Drummond. The one time that she does something correctly, there's a better (and obvious to everyone else on the show) thing that she could have done.
Although Torchwood:MD is mediocre at best, I'd recommend watching it just to laugh and marvel at her incredible incompetence.

Spoilers (just in case)......
She was the single reason there even was a "last season"; that bait and switch must have been life-draining. Beyond just the setup, did you forget that she simultaneously saved brody's life in Iran (from the US gov, btw) while also putting the fear of god into him to go all in. Yea, her actions where irrational and she can be a crazy bitch at times, but she always knows how much she can get away with. And she is the single reason the primary operation of the season ended in a wild success. Emotional bitch does not equal useless agent.
She could possibly be considered incompetent due to her propensity for insubordination. But there is absolutely no argument to be made that she is useless.
