Is Reason for low #of K/Ps n HOF bc its a lot of work to determine GREATNESS?

This is my only explanation as to why NFL HOF voters have so few K/Ps in the HOF. I can't imagine the voters would be so short-sighted to say that the STs is just no that important or that they are NOT real FB players.
I just think voters don't want to put a Mike Vanderjact in the HOF bc his stats are misleading bc he played for great offensive teams and indoors. In the same breath, it is hard to evaluate Sea-Bass' greatness bc he is his team's best offensive weapon (basically they sent him out there if they were past the 45 yd line), he plays outdoors, and typically his plays on a poor field (a lot of times his is kicking on the baseball infield dirt).
For instance to truly evaluate the greatness of a K you would have to take the following into consideration:
-Total FG %
-FG % and attempts >35 yds
-FG % and attempts >40 yds
-FG % and attempts >50 yds
-Total FG % to win/tie in the 4th
-FG % and attempts to win/tie in 4th > 35 yds
-FG % and attempts to win/tie in 4th > 40 yds
-FG % and attempts to win/tie in 4th > 50 yds
-# of games indoors
-# of games on artificial turf
-# of games played in poor weather conditions
-# of kicks blocked <40 yds
-# of kick blocked > 40 yds
If he Kicked Off
-# of touchbacks
-net KO yd avg
Punters would be similar. You would have to take into consideration:
-Net punting avg
-# of punts
-# of punts downed inside the 20
-# of punts downed inside the 10
-# of punts downed inside the 5
-# of games indoors
-# of games on artificial turf
-# of games played in poor weather conditions
-# of punts blocked
If he Kicked Off
-# of touchbacks
-net KO yd avg
I really think the HOF voters just dont want to take the time to truly analyze all the metrics to really give a value to Ks and Ps. If someone comes up with a K/P value formula that takes a lot of this into consideration then I think more of these guys will start getting into the HOF.

I think a lot of it would have to do with the fact that the difference between the best kicker in the league and the worst kicker in the league is less drastic than other positions. So it's hard to determine who gets in over who

I agree. The only way to do it is to put in a lot of work evaluating a bunch of different stats over a long period of time.

Its because they are kickers and punters.
