NCAA basketball:calling a TO with no TOs..rule?

Do you get 2 FTs and the ball if the opposing team that has no timeouts calls a timeout?

What's the rule?

I would assume so because it is a tech, so it will most likely be handled the same way.

I was only 7 when it happened, but that entire Webber sequence is seared into my memory.
