seems like they have to apply to get it.
i think whether or not they do will show how much they have invested in the tank.

I've always been curious about DPE's too. Although we haven't technically lost any players for the season. But there is no "season ending IR" in NBA's new CBA... Only inactive list.
So I think we could, but this is solely based on my limited knowledge.
