Description of criminals in media bulletins/releases

This is a serious question, why do they very often leave out skin color when the person in question is black? Have things become so PC warped that you can't say be on the lookout for a black guy? Instead it's "brown hair, brown eyes"...like people catch the color of the assailants eyes when they're being mugged
