What's going on Marconi and Robert E Lee?

Anyone know what they are building at the corner of Marconi and Robert E Lee in New Orleans Lakeview area? Big project on the Northwest corner of the intersection.

No, it's right on the north west corner, was all greenspace. Lakeside of robert e lee going away from UNO. It is completely fenced and they have built a big storage looking building (aluminum with a huge door). Right on the levee.

i'm thinking something goverment / Corp of Engineers, but not sure what. No signs posted, but people and machinery all behind the fence.
