Limit congress from working more than 35 days per year. Period.

Their staff does the heavy lifting. The president and his implementation of law is where the limits should be placed.

Then cut the funding for their staff as part of it, especially since they'll only be up and running for part of the year.
The general idea should be to ensure that Congress is a public service and NOT a career, much like the idea behind the New Hampshire legislature.

Maybe that too, but I'm talking about just forcing congress to deal with only MAJOR items like a budget.
Oh and no staffs.
And bills limited to 20 pages for the entire bill.

I would rather just force them to live in their districts 11 months of the year. They can come to Washington for a week or two here and there, but let's let them live in their home districts year-round. They can vote remotely.
This way, they would have to listen to their constituents more and hopefully listen less to their party leadership and lobbyists.

And their pay is the same as the US mean wage (adjusted annually at the beginning of the fiscal year).

I agree with the sentiment behind this, but fear it would lead to even more "legislation" by executive fiat.
