keenun or cousins.. who has the most upside

As a QB, I much prefer Cousins to Keenum and feel that he is just a more polished QB. But Keenum seems to have more weapons at his disposal since the Redskins are without Jordan Reed. To me this is really a flip of a coin decision but I feel that Cousins will be looking to turn some heads and up his value with the opportunity he has with these few starts. I feel that both will atleast have solid games against very mediocre pass defenses but I feel Cousins has more upside.
