Because it was unfair that John Curtis was winning the State Championship every year. Obviously the new system worked because John Curtis...wait, nevermind.
Many, but not all, public schools wanted to win state championships. So they figured the best way to do that was to get the private schools out of the way

Many public schools wanted something done about the advantage the privates schools have over public schools with open attendance of students.
