Cousins good or bad for Garcon?

Garcon was supposed to be my #2 WR and he was doing that for a bit. He's been more of a WR3 lately. Is he upgraded or downgraded with Cousins IYO?
We play 3 WR's in non-PPR:
Gordon
Nicks
Garcon
Tate
Cooper
Have been going with Gordon of course, Garcon, and Cooper for the last few starts.

As bad as Garcon has been the last few weeks, he should be an upgrade to his stats.
Especially with Cousins taking the 1st team reps this week.

Yeah.. The constant 7 catches for 47 yards is brutal.
