Why Do Foreign TV Shows and Movies Look Badly Shot/Produced?

I find the HD to always look blury and dreary compared to American Films. It always seems that it happens with British TV shows such as Peep Show, IT Crowd, The Office, Skins and even Downton Abbey.

But it's not just British TV, it's other foreign films. It just looks dark and bad film quality. I suppose it's hard to explain.

Anybody have an explanation?

We use NTSC tvs, they use PAL tvs, and they use different coloring value system thingsy. Also, our refresh rate is 60 hz, theirs is 50 hz, so when they convert, things look different.

Lower standards of everything in other countries...except maybe food.
