In LA, can I just bring it to LSP-hq, or do I need to mail it in?

Already done. Unfortunately, they already had my fingerprints in the system multiple times

I thought you meant surrendering...like how a cop turns in his badge and gun. Glad to see it is the opposite.
As for the fingerprints, I believe they require you to include them with your packet regardless of how many times you have been fingerprinted before.
