Clock Stopping on Penalty

I didn't have a chance to look at this yesterday.

Last night, NO vs ATL, less than 2 mins, The Falcons were called for defensive holding on PTs first down run. New Orleans declined the penalty, and the clock never started again.

Is that correct? The defensive team gets a penalty and a clock stoppage?

i believe so

but i think it was just before the two minutes, within two minutes i believe there is an automatic run off

Obviously a conspiracy against the Saints. This, and the Patriots 4 timeouts in the 2nd half.

Yes, if it occurs within the final 2 minutes of the first half, or the final 5 minutes of the second half.

DIAF. I wasn't spouting conspiracy theories. Its an honest question on a procedural rule I wasnt sure about.

Shouldn't the non offending team have the option of restarting the clock?

That would be a good idea. You don't want a reward for the team committing the penalty.
