Saw the contact. Threw the flag.

Then realized pass was intercepted in front of it. No penalty.

He wasn't able to come back and try to make a play on the ball because of the contact from the defender. At the very least, it was defensive holding. Not only was there illegal contact, the defender never turned his head. He certainly could have attempted to make a play on the ball had the defender not been there.
