I never really looked at the rule, but wouldnt that be considered a penalty since the RB led with his helmet?

I'm not really sure about the rule, but I'd like to note this was during a KO return so maybe the rule doesnt apply?

I was that today. There is a reason you don't butt heads with a guy who wears #40. Hope Craig is ok. I saw where Eric Reid played today which is surprising after the hit he took last week.

There are two elements to it he new rule. Both players have to clearly be out of the tackle box. It applies to a runner or a tackler. It applies when that runner or tackler ducks his head and delivers a forcible blow with the top or crown of his helmet.
I don't know if this rule applies on knockoffs but I don't see why it wouldn't
