Standard league, passing TD's are only 3 points.
Normally this is an easy decision, but he has T.Y. Hilton.
So if Luck throws a TD to Hilton, Hilton gets 6 points and Luck only gets 3 points.
Also Tannehill is playing the putrid Chargers Defense.

Doesn't matter who he has. STart who you think will score the most for you. Tough matchup but think you still go Luck. I don't trust tannehill.
