it read like he didn't get arrested for using it on her b/c she consented to it... he got arrested for owning the stun gun w/o the proper permit.

Stun guns are illegal in WI without a CC permit. He did not have a CC permit. That's why he was arrested.

Reminds me of a DV victim I interviewed once who didn't want to cooperate with prosecution..."sure he stabbed me - but the was the fist time he ever did that!"
