Concealed carry class Gearhog deal

Just got an email for a CC online class for $29.
Says it is a Virginia license but is valid in Louisiana. All you have to do is take an online class and get the license mailed to you. I am very skeptical of it but want to get y'all's input.

Afterwards he sends you a certificate which you send into Virginia State Police with an application for a CCL and $100. It's a 5 year permit.

I believe you must be a resident of the state you are licensed in.
