league veto power question

what's the standard policy for veto-ing trades in your leagues?
Because I'm in a non-paid league with coworkers and the Commish is the only person with veto power.
This guy is already an arrogant douche, but has been trade raping people who have all but given up in the league.
Earlier today he traded Fred Jackson for Drew Brees.
Of course he's undefeated and in 1st place with this roster:
Drew Brees
Adrian Peterson
Eddie Lacey
Ben Tate
Jordan Cameron
Calvin Johnson
Victor Cruz
DeSean Jackson
Seahawks Defense
he projects at 145+ per week
there's no way he'll ever lose with that roster. What's the point of the rest of us even playing?

That back who is splitting carries is currently the 5th ranked running back in my league.

We send a group text to everyone in the league. When 6/10 approve or veto, the trade is processed.

and? drew brees is going to be the 2nd highest scoring player in any league. thats not a fair trade.
