Get the best quality guitar that you can afford, they will stay in tune better,and keep a great sound, spend a little on getting the neck adjusted properly. The Epiphone Masterbuilts are really great for the price, so are Seagulls, The Alvarez Yari's are great, and sometimes you can get a steal on one at a pawn shop. If you can afford it though, Martins,Taylors and Gibsons hold their values best.

When I was teaching my daughter to play, I would keep very light gauge strings on her guitar, and Tune all strings down 1/2 step on both of our guitars, it seemed to help her practice longer and hurt her fingers less. As soon as she got where she could chord well enough, went back to standard tuning.
IMO a tuner and a capo are all the tools you need, but get a slide and try it a little for fun.
Personally, I just use a thumb pick and fingers.
A chord chart and a book of scales are about all you need at first.
