Another License Question...need suggestions

I have a friend traveling in from Germany the second week in October...he is a German citizen, but I want to take him to the range at Honey Island and you have to have a license of some sort to even drive on a WMA...they don't sell hook and line to anyone but La residents, so that is out of the question...The Louisiana Wild stamp is available for non residents...
I want to maybe take him fishing at my friends camp on Lake Catherine under the lights...
what are my best and cheapest options for him...
Heck...I don't know if a foreign citizen can even buy a license...I've never run into this situation before and the LDWF website says nothing about foreigners...just non residents...would they be considered one in the same?

Call wildlife and fisheries. We had some German engineers come duck hunting with us one time. It was a fairly simple process but I remember the fat bitch at wally world couldn't handle the transaction.
