Whether he took a knee or not is completely and utterly irrelevant.
The ball is to be blown dead (and was, appropriately), even when a kneel is *simulated*.
The only problem was in preparing the ball for the next play, and blowing the whistle that would allow Wisconsin to snap.

Wisconsin had the ball in field goal range down by 2 with 18 seconds to play. No timeouts.
QB tried to center the ball on the field and took a knee. He put the ball on the ground and ASU fell on it. By the time the officials got it set to play the game was over.
Controversy is over how long it took the officials to get the ball set, and whether ASU should have received a delay of game penalty.
Most likely is avoided if the QB gives the ball to the ref instead of just putting it on the ground.
