Obviously this play would be planned in advance, so kicker will aim for his 8 teammates down field. I don't think it would be very hard, very similar to a short kickoff.

no, this would be illegal because you arnt throwing to an eligible receiver. throw it to one of the ends and you are in business.

so its a kick? as long as it stays behind the line scrimmage.

There is almost no chance you would have time to catch it, snap it, placehold and kick it, before the defense got to you.

As far as it being legal... I have no idea, my gut says no but I can't think of a rule to prove why

You aren't throwing at all, and you can't throw a forward pass on a punt return anyway

A player is only considered down if their knee hits the ground AND they are touched by an opposing player.
