What is ESPN's rules on keepers?

We are not able to make any changes at all except to turn keepers "on" or "off."

Ive been wondering this too. The only guess I have is that it takes your top 2* rounds since those are listed as reserved for keepers.
*in a 2 keeper league, adjust to your amount of keepers.
