Why wasn't Terrance Toliver made into national news?

I had 2 classes with him that year and he sure as hell was always on time, sitting in the front, and paying attention. Plus random ppl would always seem to come by and check on him

it also wasnt kyle's first run in. its hard to compare situations like this. each one has its own circumstances.
