Latest pond issue/low production thread

1 acre pond in SW Miss. Cut dam in 2009. Removed all fish. Added lime and dug out silt from initial pond build in 1982. Added drain pipe in dam to lower and raise pond level when needed.
Caught several bream bass and catfish in 2010-2012. Caught 3 nice catfish in Jan 2013.
Family member fished recently and only caught 2 small bass on trot line and one had turtle injury so he is convinced the pond is out of fish. Evidence of beavers also. So he drained entire pond and wants to start over and restock next spring.
My initial thoughts are that he was impatient.

How many fish were stocked in it to start with?
I restarted my pond 3 years ago and I stocked it with the fish I caught myself. Last two years were great spawn seasons. Now, I am able to start taking fish out, but not many. My pond is about 1 1/2 acres.

When was it stocked & what was it stocked with?
If nothing was stocked & just waiting on it to stock itself, probably gonna have to wait longer.
Or maybe family member went at wrong time or used wrong bait.

Not sure. I think whatever MDWF suggests. Maybe 100 bass 100 catfish 300-400 bream.
ETA: he used chicken livers on about 30 hooks.
I had 6 jugs on chicken livers in jan and caught 3 cats. One 5# and 2 about 2-3 #
