Arkansas to become a Constitutional Carry state this July

In July Arkansas will become the fifth State to allow constitutional carry. Which means the second amendment is the only permit you need to carry a firearm, concealed or otherwise.
Sponsored by Representative Danny Altes from Ft. Smith, Act 746 sailed through state government with only one no vote, and was signed by Governor Beebe on April 4, 2013.
Constitutional Carry essentially means the State has no laws to limit you carrying a firearm. Basically the only justification that you will need to carry a firearm, concealed or not, is the United States Constitution.
In most states, to carry a concealed firearm, you must have a permit, but in a Constitutional Carry state, the burden of proof falls on prosecutors to prove you were carrying the gun with criminal intent.
Another thing that Act 746 does is decriminalize the firing of a gun in self-defense. Before it was illegal to carry a firearm with the intent of harming another person, which meant that if you fired a gun at a person in self-defense it would be illegal. The new law changes that wording to say it is illegal to carry a firearm with the intent of UNLAWFULLY using it on another person.
Other states that allow Constitutional Carry are Alaska, Vermont, Wyoming, and Arizona. There are some parts of Idaho, Montana, Illinois, and New Mexico that also allow Constitutional Carry.
Expect some confusion to start, as the law has never been tested in an Arkansas court, and law enforcement officers from different agencies may have different interpretations of the law to start out, and it may take a bit of time to get everybody on the same page, but still, this is a major victory for gun owners rights in the Natural State.

While I like the freedom I still think somebody should have to undergo some sort of training to carry concealed.

I agree, when one person makes a bad choice with a gun it reflects on all of us...

I agree and disagree with doc. I know I can be trusted and that I'm not going to do something stupid, but it's the other people I worry about.

The only reservation I have about getting my ccl/chl is putting my name on a list somewhere and having something like what happened in Missouri happen here.

The problem though is that when the one person fricks up, the consequences aren't a deterrent for future frick ups. Stop letting armed robbers out with a slap on the wrist basically. Stop shotgunning the firearm community and punish the ones who deserve it.

While it is good to understand the laws thoroughly, I fully support Constitutional Carry. I actually posted this exact topic a few days ago.
If they haven't had any serious issues in Arizona, Vermont, Utah, or Montana where Constitutional Carry is already the law, then nothing bad will happen here either.
Those who say it'll be a bad thing are the same as liberals thinking on emotion. Facts speak for themselves.

Yeah to us who actually know what they hell to do they're preaching to the choir.
To somebody completely uninformed or unfamiliar with anything firearms related other than what they've seen in movies they're at least a little bit of knowledge that could prevent them from doing something stupid.

Agreed but none of these worries have come to fruition.
I have yet to hear of a CC'er doing something stupid in Alaska, Arizona, Vermont, or Montana.
Dreaming about the Wild West is one thing, but if it doesn't come true, it still doesn't come true.
EDIT: Sorry if that was a bit harsh. I understand where you're coming from.
But think about it, back when CC was a new idea, people predicted arguments escalating and more people dying. These predictions never came to fruition.
The same thing with Constitutional Carry is true. When they enacted it in those 4 states, arguments did not turn to gunfire. I have yet to hear about something like this happening.
Good guys under the vice of the law will stay disciplined if they choose to live a civilized life. The ones who live uncivilized are the criminals.

State police in Missouri turned over the entire list of cc'ers to DHS. Nappy head Napolitano even thanked the governor for his participation.
