Gimp is similar.
Create a layer (above layer 1) and paste what you are adding into it. Before you edit further right click and duplicate layer, and then drag the duplicate layer up above layer 2. Repeat this for all the layers you are adding your edit to.
After you edit a layer make it and the layer below the only layers visible, right click, and merger visible layers; or rightclick the edited layer and merge down.
