Smaller File Size Question

Are there any ways of reducing file size in photoshop apart from resizing the picture or lowering image quality when saving? I'm using CS4, but not quite sure of best practice.
Usually when I finish a project, I flatten image and then save to JPG, but it seems like my file sizes are always too big.
Sorry if this belongs on help board, but any tips from the fark gods and apprentices alike are appreciated.
