It's some marketing tactic they use to get you interested. I remember reading an interview with the guy who produces the BioShock series on the decision to use a stupid looking generic soldier with a gun on the BioShock: Infinite cover. If you don't have a familiar image on the cover (guy with a gun) then you lose passing interest.
