Question about The Walking Dead Season 3 2nd half premiere

SPOILERS
Something that is bothering me...why did Maggie shoot that girl in the street??? This is at the beginning of the episode after Daryl and Merle's fight was broken up. She snipes a woman that was standing behind the governor.
It doesn't make ANY sense. Did I miss something here??
Edit: now that I look at it, she was standing behind Merle, not Governor.

That chick that was supposed to be a great shot with a bow and arrow?..didnt she have a gun?
even if she didnt, Maggie isnt that great of a shot. Could have been trying to hit someone else and shite happened in the chaos?

IIRC, she was unarmed. Maggie just shot her in cold blood.
Also, Maggie wouldn't have known that the girl was a good shot.

well if she was unarmed, she was probably trying to hit Merle for what he just put her and Glenn through.
