Louisiana should've been first if not next in line. I think the Gulf oil spill and a few hurricanes here and there helped the state more than we realize

What Katrian did was aid in the remove of degenerates that prevented positive growth for the City. Sad, but true. Lots and lots were forced to MOVE OUT to cities like Detroit, Atlanta, Chicago, Houston, California....

The southern corridor between TX and FL has seen huge private investments, with many more in the pipeline. Louisiana has always struggled, but it is improving, not declining.

If your state lost 2/3 its population in 50 years and 80%+ of the current pop. was black I don't think having a BB amendment would matter.

Can you provide numbers to back up this assertion? What ever was gained in federal grant money because of Katrina and the BP oil spill was probably offset in lost assets and tax base by a larger amount.

I've read some very good reviews about this new book. Will look for it next time at BAM and may buy it. Title is "Detroit. An American Autopsy" by LeDuff

First of all it is silly to compare a city to a state. If you would like a Comparison that makes sense compare New Orleans to Detroit. The amendment would also matter because cuts would be made over a 50yr period. We aren't talking about losing an entire tax base within a few weeks.
