Per the PS forums, about everyone got this, and yes it's legit and is now added to my wallet.
If you didn't get it, well, you suck.

Just offering free downloads, most likely only killing a small portion of their sales. 10$ most of the people receiving the credit likely wouldn't have spent.

Actually this is pretty cool. I'm looking forward to browsing the store and finding one of my old PS1 favorites. Then taking the next couple of days to download it.

It's actually pretty smart on their part. While some will just spend the $10 and that's it, there will be a number that will purchase something and see something else they like and get that too.
This just means I'll be putting FF7 on my hard drive instead of playing my original Playstation copy on my PS2. Are they still $5 or is that deal over?
