Not sure this is how he did it, but notice how at certain parts of the clip there isn't any text? Marquee that off, copy and paste it and make the layer visible throughout the whole .gif. The guy is using a tripod, so there isn't any camera movement which helps with this.
Like I said, this may not be how GOP did it, just a guess.

Well that is awesome. I figured it was done in AE.
I had a train gif during one of those other threads about the fiscal cliff. It had a train coming at you and then turning at the very last second and on the side of the train it had text so I was going to see if I could replace the text in AE but didn't get too far
