Who owns all those run down apts near Bel Aire HS, the 3rd world country of Brandywine and all those run down apts in mall city?
Is section 8 that good to just have over half your units boarded up?

They were all built late 70's early 80's there and GSRI and owned mostly by BR doctors as a tax shelter when tax rates were around 70% and they were allowed. When that tax law was changed they were immediately dumped and the value plummeted and they turned into ghettos. No surprise. You can buy a 4 plex for around $100 k or less if you want to do that. No one big slumlord. A bunch of smaller ones.
And Kip Holden is not one of them.

I own a unit in Brandywine. My Nana bought it brand new back in the 70's. The place was nice back then. The major downfall was the inclusion of utilities with the condo fees. And piss poor management by the HOA. I remember as a child her neighbors with the windows open and the AC running full blast.
When Nana passed, God rest her soul, we had three renters go through there since 1986. The last one being section 8. The family has always been great. They keep the unit up and always pay their portion of the rent on time.
It hasn't been a place in which I would live in many years but it turned to shite when a Doctor from Lake Chuck and some Jive Turkey from Virginia purchased a large block of units. The idiot from Virginia tried to manage the place from a far and didn't pay her condo fees while renting to our less classy friends leaving NOLA from Katrina.
Everything came to a head a year or two back when the non-payment of Condo fees resulted in $100,000.00 balance to Entergy. They threatened to cut the power (only one meter going into the entire complex) for non-payment.
At the meeting the idiot Condo association President actually sympathized with the piece o shite slum lord from Virginia who owed about $45,000.00 in Condo fees.
Since then a number of the Slum lords have let their properties go back to the bank and the remaining owners have banded with a resident who handle the electricity and utility payments on their own.
We own a unit in there and are making the best of it. The family that rents our condo are decent people. An older couple who want a roof over their head. It is a shame what they have to put up with but, they have a 1500 Sq foot 3 bedroom condo for an extremely reasonable rent. And up until we paid the unit off a few years back we only lost about $12.00 a month after the rent and the section 8 payment.
I know, TLDR something about AIDS...

Both Carlos and his wife run a pretty clean operation. They are not the problems. It's with the individually owned shite boxes who the owners will rent to any warm body without criminal background checks. They are what drives these areas into the shitter.

Carlos and his brother Martin are really good people .. as stated, they aren't the problem in that area, it is the smaller ones that own one or two of them and do nothing but collect rent and could give two shits what crap bags they rent to ... my business group dabbled in low income housing for about five years and just got out of it recently .. we kept our places up and had really good people for tenants .. but it is the little shitty owners around your places that just make it not worth it for the most part ..

What I got out of this is that tax rates need to go back up.
