Can players still flip and go somewhere else even after national signing day? And is national signing day just for high school kids? JUCO can sign all the way til this summer right or wrong?

Once they sign and faxed it in, no.
LOI is basically a 3 year contract with the fourth being a player option. Easiest way to explain it.

Juco kids sign the same LOI. But they're signing period has been open for a couple of weeks now. And yes they can sign all the way to summer.
NSD is the first day HS kids can sign.

LOI is a 1 year only contract. Player can go elsewhere if he wants right away, but he can't play for a year, and I'm pretty sure he can't be on scholarship either.

if they fax letter in no...but all players have until April 1 to send in papers they don't have to do it on NSD

I would say the scholarship is a one year contract. The LOI is a 3 year in that once it's signed, it cost the athlete to leave the school he/she signed with

If an LOI is a one year contract, when does Mett sign his for this year? You make it sound like you need to sign a new LOI every year

I get what you are saying, but the wording of the LOI is for 1 year. You get the same result even if you don't sign a LOI, and it's not required, only the timing of the committment changes to when you attend class.

The scholarship is only a one year committment. Scholarships are rewarded each year.

Right but there are ways out of it, like going to a different division.
