I never heard of this game (although I am tempted to try it now...looks really cool), but you could have found what you seek in literally less time than it took for you to make this thread....

6 bucks at GOG and that's for LOTR, LOTR II, and LOTR II Siege Pack Expansion.
I also believe a certain gaming community calling themselves Pirates of the Bay may have it.
